Stephen graduated from the Roger Williams University School of Engineering in 1999 with a Bachelor of Science in Environmental Engineering and from the University of Rhode Island College of Engineering in May of 2005 with a Master of Science in Civil and Environmental Engineering. He graduated from Roger Williams University School of Law in 2006. Stephen is a Registered Professional Environmental Engineer in Rhode Island, Connecticut and Massachusetts. Prior to joining Higgins, Cavanagh & Cooney, LLP as an associate, Stephen practiced environmental law, construction law, and land use development permitting and litigation. Prior to starting his law practice, Stephen worked in construction management at the Gilbane Building Company, environmental regulation at the Rhode Island Department of Environmental Management, and civil and environmental engineering at Crossman Engineering, Inc. Stephen is admitted to practice in the state courts for Rhode Island.
